Adjustment Passport Procurement: An IT and HR Checklist
Prepare an evidence-led software evaluation: access controls, SSO, accessibility, data handling, implementation and the questions to bring to a demo.
Start with the work your team needs to do
Before comparing features, agree who will use the service and which decisions it needs to support. An employee describing a barrier, a manager arranging support and an administrator managing access have different tasks.
Write down one example journey for each role using fictional information. Ask suppliers to demonstrate those journeys, including what happens when a request needs clarification or the responsible manager changes. Use the same examples for each supplier so you can compare evidence.
Bring these questions to the evaluation
- Permissions: Who can read, edit and share each record? Can you demonstrate those boundaries using separate employee, manager and administrator accounts?
- SSO and account lifecycle: Which identity providers and sign-in methods are supported? What setup is needed? How are joiners, role changes and leavers handled? Ask separately about provisioning and deprovisioning; SSO alone does not establish either.
- Data handling: What information is needed for the workflow? Ask for written answers about hosting, service providers, retention, deletion, exports and contractual responsibilities.
- Security evidence: Request current evidence for the controls relevant to your organisation, including access administration, incident handling and service recovery. Record the scope and date of each document.
- Accessibility: Try the key journeys with keyboard navigation, zoom and the assistive technology your users rely on. Request the supplier’s accessibility evidence and a route for reporting barriers.
- Operational ownership: Who will configure the service, train users, answer questions and follow up unresolved requests? What support is included in the proposal?
- Exit: What happens to records and access when the agreement ends? Agree the format, process and timing before adopting the service.

Keep a decision record
For each requirement, record the user task, the evidence requested, the evidence received and the person responsible for accepting it. Separate a demonstrated capability from a roadmap promise or an unanswered question.
Example evaluation note
“Requirement: a manager can see only the records assigned to their role. Evidence: demonstrate access using two fictional teams. Owner: [role]. Result: [observed behaviour]. Open question: [question and follow-up date].”
Include employees with relevant access needs in the evaluation. Ask whether the process is understandable and usable, as well as whether the administrator can configure it.
